Dissolves the New York State Thruway Authority and transfers all functions, powers, duties, debts, obligations, assets, and liabilities to the Department of Transportation

Transfers all Thruway Authority employees to the Department of Transportation without examination or qualification requirements, retaining their civil service classifications, status, collective bargaining unit designations, and agreements

Transfers all books, papers, records, and property of the Thruway Authority to the Department of Transportation, which will be deemed the legal continuation of the authority for all pending actions, contracts, and proceedings

Maintains all existing rules, regulations, orders, and decisions of the Thruway Authority in force until modified or abrogated by the Department of Transportation

Takes effect one year after becoming law and amends numerous state laws across banking, canal, environmental conservation, highway, vehicle and traffic, and other codes to remove references to the Thruway Authority and substitute the Department of Transportation
