Expands the authorized purposes of industrial development agencies (IDAs) to include implementing environmental pollution mitigation projects

Defines "environmental pollution mitigation" as equipment, improvements, low or zero-emission vehicle purchases, structures, or facilities that control, abate, or prevent land, sewer, water, air, noxious odor, noise, or general environmental pollution from industrial, manufacturing, warehousing, and commercial facilities

Adds "environmental quality" to the stated goals IDAs must advance alongside job opportunities, health, prosperity, and standard of living

Addresses environmental justice concerns by recognizing that minority and low-income communities disproportionately bear the burden of industrial pollution, which contributes to health disparities and economic hardship

Takes effect 90 days after becoming law
