Authorizes New York City to use existing photo speed violation monitoring systems to detect and enforce license plate obstruction, concealment, and distortion violations under Vehicle and Traffic Law section 402

Establishes a $250 fine for vehicle owners whose license plates are found to be obstructed, concealed, or distorted when captured by speed cameras

Extends the expiration date of the school zone speed camera demonstration program from July 1, 2025 to July 1, 2030

Requires annual reporting to include the number of speed violations where the camera could not issue a notice of liability due to license plate obstruction, as well as the number of plate obstruction violations detected

Allows photographs and recorded images from speed cameras to be shared with state and local government entities specifically for enforcing license plate violations, expanding the permitted use beyond speed violation adjudication
