Increases the jurisdictional limit for county courts from $25,000 to $50,000 for actions involving recovery of money, recovery of chattels, and foreclosure of mechanics liens and liens on personal property

Increases the jurisdictional limit for district courts from $15,000 to $50,000 for the same types of actions and proceedings

Requires the amendment to be referred to the first regular legislative session after the next general election of assembly members

Mandates publication of the proposed constitutional amendment for 3 months prior to the election, as required by Article 19 of the constitution

Amends Article 6, Sections 11 and 16 of the New York State Constitution
