Requires the Governor's annual budget to include explicit statements identifying any new legislation, amendments to existing legislation, or limitations on legislation contained within the budget proposal

Expands the Legislature's authority to alter appropriation bills by allowing them to add, modify, or substitute items (including policy provisions), not just strike out or reduce items as currently permitted

Removes the restriction preventing the Legislature from considering other appropriation bills until the Governor's budget bills have been acted upon

Makes legislative additions, modifications, or substitutions to the Governor's budget subject to gubernatorial approval, except when the Legislature deletes policy provisions the Governor inserted

Requires any policy changes in supplemental appropriation bills to be separately stated and subject to the standard veto and override process under Article IV, Section 7

Must be approved by a subsequent legislature after the next general election and published for 3 months before that election, as required for constitutional amendments
