Directs the Commissioner of Health to establish or approve enhanced reimbursement rates for pediatric practices partnered with the HealthySteps program, subject to federal financial participation availability

Enhanced rates are intended to advance pediatric screenings, behavioral health promotion, and prevention and treatment of behavioral health issues in children

Eligible practices must meet or exceed HealthySteps program-specific fidelity criteria for process and outcome standards

HealthySteps is defined as the nationally recognized pediatric care model developed by the nonprofit organization Zero to Three

Takes effect April 1, 2026, with authority to develop necessary regulations before that date
