Transitions outpatient mental health services provided at facilities licensed under article 31 of the mental hygiene law from managed care to Medicaid fee-for-service administration, subject to federal approval

Moves outpatient substance use disorder services provided at facilities licensed under article 32 of the mental hygiene law from managed care to Medicaid fee-for-service, subject to federal approval

Shifts comprehensive Medicaid case management services for individuals with mental illness or substance use disorder to fee-for-service administration

Requires the Department of Health to reinvest savings from this transition into community-based behavioral health services, including residential services certified by the Office of Addiction Services and Supports

Mandates the commissioner to publish information about reinvestment funds on the department website and include itemization in annual budgets beginning April 1, 2026, with the act taking effect October 1, 2025
