Establishes a Lesbian, Gay, Bisexual and Transgender Veterans Coordinator position within the New York State Department of Veterans' Services, to be filled by a veteran appointed by and working under the commissioner

The coordinator will identify, develop, and coordinate statewide programs and services addressing the unique needs of LGBT veterans, and serve as a liaison between the department, state agencies, community groups, and veterans organizations

Responsibilities include advocating for LGBT veterans, maintaining an information clearinghouse, and ensuring compliance with state and federal policies affecting this population

The coordinator will promote events recognizing LGBT veterans, including human rights conferences, benefits/resource events, and cultural competence training, while ensuring their contributions are highlighted on the department's website

Requires annual reports to the commissioner on the coordinator's activities, program development, and LGBT veteran demographics, with a synopsis submitted to the governor; takes effect 180 days after becoming law
