Authorizes the town of Hurley in Ulster County to discontinue and alienate approximately 8.3 acres of parkland for constructing a new town highway garage

Requires the town to dedicate approximately 8.0 acres of replacement parkland before the alienation can occur, provided those lands have never been used for public open space or park purposes

Mandates that if the replacement parkland's fair market value is less than the alienated parkland, the town must pay the difference toward acquiring additional parklands or making capital improvements to existing park facilities

Requires compliance with federal requirements if any federal funding was used for the original parkland, including obtaining approval from the Secretary of the Interior for the land substitution

Takes effect immediately upon passage
