Requires the Commissioner of Education to establish measures incorporating racial and socioeconomic integration into state accountability models

Mandates calculation of a "proportionality score" for each school comparing its demographic profile to the county's demographics, with schools designated as "highly proportional" (under 10%), "proportional" (10-25%), "somewhat disproportional" (25-50%), or "highly disproportional" (50%+)

Requires the department to calculate equality of access measures for historically underserved student subgroups comprising at least 5% of a school's population, examining access to gifted programs, experienced teachers, and nationally board-certified teachers

Mandates tracking of additional school resources by racial, ethnic, and economic subgroups, including field trips, arts/music instruction hours, and student-to-staff ratios for psychologists, guidance counselors, nurses, and media specialists

Requires all integration and equality of access data to be reported on annual school report cards with easy comparison of school-level and county-level data, including progress indicators on reducing segregation
