Requires all state agencies, departments, and public authorities under the governor's executive authority (including SUNY and CUNY, but excluding the Port Authority of NY/NJ) to create waste diversion plans filed with the GreenNY Council

Establishes a waste reduction goal of 10% decrease every five years from a fiscal year 2018-2019 baseline, until reaching an overall 75% decrease in waste disposal

Mandates waste data be reported in four categories: recycled materials, compostable materials/organics, landfill materials including construction/demolition waste, and special/hazardous waste

Requires waste diversion plans to include routine waste audit schedules, organic waste diversion plans, identification and elimination of single-use plastics where safe, and consideration of dual-stream recycling systems

Designates the GreenNY Council (co-chaired by commissioners of General Services and Environmental Conservation, Division of Budget director, and presidents of NYSERDA and NY Power Authority) to oversee plan implementation and reassess goals every five years
