Limits owner liability to $50 per violation, with an additional penalty of up to $25 for failure to respond to a notice of liability within the prescribed time period

Requires systems to pass daily self-tests and annual calibration checks by independent laboratories, with operators completing training and maintaining signed daily set-up logs

Mandates privacy protections including technology to avoid capturing images of drivers, passengers, or vehicle contents, with recorded images destroyed after case resolution or one year, whichever is later

Requires the city to submit annual reports to the Governor and Legislature detailing crash data, violation numbers by speed range, revenue, expenses, and adjudication results; program expires December 31, 2030
