Establishes alternate pathways for mental health counselors, marriage and family therapists, and psychoanalysts licensed before June 24, 2027 to obtain diagnostic privileges without meeting standard supervised experience requirements

Allows practitioners to qualify by completing 12 credit hours of clinical coursework covering diagnosis, assessment-based treatment planning, and working with diverse populations from an approved institution

Provides an alternative pathway requiring 2 years of employment in programs operated or funded by state agencies including the Department of Mental Hygiene, Office of Children and Family Services, Department of Corrections, or Department of Health

Creates a third option for practitioners licensed at least 2 years who complete either 6 credit hours of clinical coursework or 12 hours of continuing education in relevant clinical content

Eliminates the previous $175 fee for issuance of the privilege to diagnose and develop assessment-based treatment plans
