Defines gender affirming care as social, psychological, behavioral, medical, and surgical interventions including hormonal treatments and prescription drugs to support an individual's gender identity when incongruent with sex assigned at birth

Excludes from the definition surgical interventions on minors with variations in sex characteristics that are not sought and initiated by the patient themselves

Requires program funding to be at least equal to amounts appropriated before April 1, 2025 for similar services, with annual increases tied to the consumer price index

Directs the department to consult with gender affirming care experts when developing program rules and regulations to ensure funding reflects provider and patient needs
