Prohibits electric scooter programs or infrastructure in any district where the community board issues a disapproval recommendation

Defines electric scooter infrastructure to include parking corrals, charging stations, docking equipment, and informational signage on public streets or sidewalks

Exempts emergency installations for public safety or transportation needs, but requires removal within 90 days unless community board approval is obtained

Applies retroactively to infrastructure installed within 5 years prior to the law's effective date, requiring community board review within 90 days with removal required if not approved
