Mandates that warning signs include instructions not to swipe cards if readers appear tampered with, to use chip-enabled terminals when available, and to report suspected fraud to NYS EBT Customer Service at 1-888-328-6399

Requires all businesses accepting SNAP benefits to install and utilize EMV chip-enabled point-of-sale terminals for EBT transactions, effective January 1st following the law's effective date

Imposes civil penalties of up to $500 per violation for businesses that fail to comply with chip-enabled terminal requirements, with exceptions for demonstrated equipment availability issues

Directs the Department of Agriculture and Markets to promulgate rules including provisions for financial assistance or grants to help small businesses upgrade equipment
