Eliminates all fees for obtaining certified copies, certifications, or transcripts of birth, death, marriage, and dissolution of marriage records from state and local registrars for an 18-month period

Removes the standard $30 fee charged by the state commissioner of health for vital records searches and certifications

Eliminates the $10 fee that local registrars (city, town, and village clerks) currently charge for birth and death certificates

Removes fees for research-related searches of marriage records, including the $20 per hour search fee and $2 per uncertified copy fee

Takes effect 90 days after becoming law and automatically expires 18 months after the effective date
