Expands authorization for body imaging scanning equipment using ionizing radiation to facilities operated by the Office of Mental Health, Office for People with Developmental Disabilities, and Office of Children and Family Services, in addition to existing use in correctional facilities

Requires these three agencies to promulgate regulations establishing when body scanners will be used to screen visitors, clients, and employees at their state-operated residential and other facilities

Mandates that alternative screening methods be made available for individuals who decline or are unable to undergo body imaging scans for medical or other reasons

Prohibits harassment, intimidation, or disciplinary action against any person who chooses an alternative screening method instead of body imaging scanning

Requires annual reporting to the Department of Health, Assembly Speaker, and Senate Temporary President on scanner usage, including frequency of scans on individuals detained, committed, working, or visiting facilities, with corresponding radiation exposure levels
