Extends the Department of Environmental Conservation's authority to regulate blackfish (Tautoga onitis) from December 31, 2025 to December 31, 2028

Maintains DEC's power to set size limits, catch and possession limits, open and closed seasons, closed areas, and restrictions on taking and landing methods

Allows continued regulation of permits, recordkeeping requirements, fishing effort and gear limits, and rules for transportation, possession, and sale of blackfish

Requires all regulations to be no less restrictive than existing state law and consistent with Atlantic States Marine Fisheries Commission management plans and federal fishery management requirements
