Requires all school districts and BOCES to implement a "filter-first drinking water management plan" by December 31, 2026, mandating installation of filtered bottle-filling stations (one per 100 occupants) and filtered faucets certified to NSF/ANSI standards for lead and particulate removal

Lowers the lead action level threshold from the current standard to 0.005 milligrams per liter, triggering remediation requirements when exceeded

Mandates that water outlets not equipped with filtered bottle-filling stations or filtered faucets be shut off or rendered permanently inoperable, with conspicuous signage posted near each outlet indicating whether it provides water for human consumption

Prohibits installation of any new faucets, drinking fountains, or bottle-filling stations intended for human consumption unless they are filtered, beginning 12 months after the law takes effect

Makes all expenses incurred under these requirements fully reimbursable from Department of Environmental Conservation funds appropriated for clean water infrastructure projects
