Mandates care managers complete training before working with clients, developed in conjunction with care coordination organizations and disability advocacy groups

Training must cover person-centered planning, effective communication strategies, cultural competence, advocacy skills, and understanding the rights of individuals with developmental disabilities including voting rights

Requires training on navigating the health care system, including self-direction systems, Medicaid waiver programs, cross-system services, and available state and federal resources

Takes effect 180 days after becoming law, with immediate authorization for agencies to develop necessary rules and regulations
