Absentee ballot applications that do not include a qualifying reason will automatically be processed as early mail ballot applications, allowing voters to still receive a ballot by mail without providing a specific excuse

Extends the early mail ballot request period from a single calendar year to a full two-year "election cycle" (January 1 of odd-numbered years through December 31 of the following even-numbered year)

Removes the requirement that military and special federal voters must reapply for ballots every two general elections; ballots will now be sent automatically unless registration is cancelled, inactivated, or the voter becomes ineligible

Allows military and special federal voter applications to be submitted via mail, facsimile, electronic mail, or other electronic methods established by the State Board of Elections

Updates ballot envelope labels and voter affirmation statements by removing specific "absentee" or "early mail" designations and replacing language about reasons for voting absentee with a general statement that application information is "true and correct"
