Requires the State Education Department to develop a model mental health training program to be provided annually or biennially with an internet-based refresher course in off-years

Training must cover all school staff including teachers, aides, substitutes, coaches, nurses, principals, counselors, bus drivers, custodians, security, food service, and other non-instructional personnel

Program content must include recognition of mental health warning signs, balancing roles as trusted adults with mandated reporter duties, identifying whom to contact for assistance, and accessing appropriate services

Every district-wide school safety team must adopt either the state model program or an alternative program certified by the department as exceeding model requirements

Takes effect July 1 following enactment, with authority for immediate rulemaking to implement the law
