Expands the definition of "fiscal intermediary" beyond the statewide contractor to include independent living service centers that provided these services as of January 1, 2024, and certain subcontractors selected as of April 1, 2025

Requires fiscal intermediaries to provide services with cultural and linguistic competency specific to the consumer population and available workforce

Mandates that managed care plans, managed long-term care plans, local social services districts, and long-term service programs contract with both the statewide fiscal intermediary and the newly defined fiscal intermediaries

Allows fiscal intermediaries to expand services into areas of the state lacking consumer choice, subject to expedited department approval

Repeals provisions related to the competitive procurement process for selecting the statewide fiscal intermediary and subcontractor registration requirements
