Authorizes the Town of Ithaca in Tompkins County to discontinue parkland status and alienate approximately 8.33 acres of land located along Seven Mile Drive for agricultural purposes

Requires the town to dedicate a replacement parcel of equal size (8.33 acres net) as new parkland before alienating the existing parkland, provided the replacement land has never been used for public open space or park purposes

Mandates that if the replacement parkland is not equal to or greater in value than the alienated land, the town must dedicate the fair market value difference toward acquiring additional parklands or making capital improvements to existing park facilities

Prohibits the alienation if the town received any federal funding for the parkland until federal requirements are met, including obtaining approval from the Secretary of the Interior for equivalent land substitution

Takes effect immediately upon enactment
