Establishes the New York State Veteran Student Loan Forgiveness Program to provide competitive awards to honorably discharged veterans who are New York residents

Awards up to $10,000 per year for up to five years, with a maximum lifetime benefit of $50,000 per recipient

Requires applicants to have graduated from an approved New York college/university, be employed full-time in the state, and commit to residing in New York for at least five years

Gives first priority to applicants who received awards in prior years; second priority to those demonstrating economic need or having a VA disability rating of 40% or higher from service-connected injuries

Disqualifies veterans who have received or are receiving federal student loan forgiveness or discharge
