Adds qualified energy storage systems with a nameplate capacity of 25,000 kilowatts (25 MW) or more that are connected to the state's electricity grid to the definition of "other covered project" under public service law

Expands the definition of "major renewable energy facility" to include large-scale qualified energy storage systems, bringing them under the Office of Renewable Energy Siting (ORES) permitting jurisdiction

Exempts energy storage systems constructed in cities with a population of one million or more (New York City) from the ORES siting requirements

Establishes application fees for proposed energy storage facilities ranging from a minimum of $25,000 to a maximum of $100,000

Extends prevailing wage and labor requirements for "covered renewable energy systems" to include qualified energy storage systems of 25 MW or more connected to the grid

Takes effect 90 days after becoming law, with authority to begin implementing regulations immediately upon enactment
