Permits replacement of inflatable restraint systems with original equipment non-deployed recycled airbags removed from salvaged vehicles, in addition to newly manufactured systems

Prohibits sale of recycled airbags that are under active manufacturer recall, came from flood-damaged vehicles, or lack identifiable serial numbers

Requires pre-sale inspection of recycled airbags including verification of source vehicle identification number, visual inspection for damage or contamination, and review of airbag module cover and electrical connectors

Mandates sellers provide written certification documenting seller identity, source and destination vehicle VINs, confirmation the airbag is appropriate for the receiving vehicle, and verification through a theft index bureau that neither the airbag nor source vehicle was stolen

Restricts recycled airbag sales to registered vehicle dismantlers who must maintain electronic logs of all transactions available for inspection by the commissioner or police

Takes effect 180 days after becoming law
