Replaces gendered terms throughout New York family law, substituting "parentage" for "paternity" and "filiation," "parent" for "father" and "mother," "gestating parent" for "mother," and "alleged parent" for "putative father"

Expands definitions in Family Court Act to include "spouse" (covering marriages, civil unions, and domestic partnerships), "record" (tangible or electronic information), and "state" (all U.S. states, territories, and jurisdictions)

Prohibits courts from ordering genetic marker or DNA tests when an acknowledgment of parentage was signed by an intended parent of a child born through assisted reproduction under Public Health Law section 4135-b

Amends multiple New York statutes including the Family Court Act, Domestic Relations Law, Social Services Law, Education Law, Vehicle and Traffic Law, and Alcoholic Beverage Control Law to implement gender-neutral terminology

Takes effect on the first day of November following enactment, with specific provisions subject to existing expiration and reversion schedules
