Expands service of process in Surrogate's Court to allow registered or certified mail service to any person within or without New York State, removing the previous limitation to non-domiciliaries only

Eliminates the requirement for "return receipt requested" when serving process by registered or certified mail

Authorizes courts to order service by electronic means (as defined by CPLR 2103(f)(2)), requiring the matter's caption in the subject line of the transmission

Modifies timeframes for service before return day: 10 days for personal delivery within the state, 20 days for other delivery methods within the U.S. and territories, and 30 days for all other cases and when the Attorney General's office is a party

Establishes that service by electronic means is complete upon transmittal of the process to the recipient
