Mandates NYCHA establish written policies and procedures for succession rights that comply with federal, state, and local laws and the authority's occupancy standards

Requires succession rights policies to address eligibility requirements, relocation requirements, use and occupancy payments during proceedings, and the right to an administrative grievance process for denials

Requires NYCHA to provide at least 30 days written notice before implementing substantive changes to succession rights policies and allow for public written comments before implementation
