Transfers authority to appoint surrogate decision-making committee members from the former Commission on Quality of Care to the Justice Center for the Protection of People with Special Needs, with members serving two-year terms at the pleasure of the Justice Center

Replaces all references to the "Commission on Quality of Care for the Mentally Disabled" or "Commission on Quality of Care and Advocacy for Persons with Disabilities" with the "Justice Center for the Protection of People with Special Needs" throughout mental hygiene law

Requires boards of visitors at mental health facilities to submit reports, assessments, and notifications to the Justice Center's executive director instead of the former commission chairman

Updates the Election Law's list of voter registration agencies to replace the Commission on Quality of Care with the Justice Center for the Protection of People with Special Needs

Makes technical corrections throughout public health law and social services law to update agency name references, including changing "Office of Alcoholism and Substance Abuse Services" to "Office of Addiction Services and Supports"
