Directs the Department of Veterans' Services to conduct a study on veterans' employment opportunities and incentives, in consultation with the Departments of Civil Service and Labor, Governor's Office of Employee Relations, labor organization representatives, and the NY State County Veterans' Service Officers Association

Requires review of the current civil service credit system for veterans and analysis of awarding credits based on military occupational specialty, combat experience, and military decorations/medals

Mandates examination of methods to recruit and onboard veteran employees who were dismissed from federal employment on or after January 20, 2025, including those affected by Executive Order 14210

Requires assessment of employment protections for veterans under current law and recommendations for additional incentives to recruit and retain veteran employees

Report must be submitted to the Governor, Senate President, and Assembly Speaker by December 31, 2027, with the act taking effect 60 days after becoming law
