Expands binding arbitration requirements to include subsidiaries of four upstate New York transportation authorities: Niagara Frontier Transportation Authority, Rochester-Genesee Regional Transportation Authority, Capital District Transportation Authority, and Central New York Regional Transportation Authority

Requires that contract negotiation disputes between these transportation authority subsidiaries and their recognized public employee organizations be referred to a public arbitration panel when voluntary resolution cannot be reached

Maintains existing arbitration panel structure: one member appointed by the public employer, one by the employee organization, and one jointly appointed public member who serves as chair

Makes gender-neutral language updates, changing "he" to "such member" and "chairman" to "chair"

Takes effect immediately but is subject to the same expiration date as the existing subdivision of law being amended
