Authorizes the city of Mt. Vernon to establish a demonstration program imposing monetary liability on vehicle owners for speeding violations in school speed zones, with photo speed monitoring systems permitted in up to 20 school zones at any one time

Violations apply when vehicles travel more than 10 mph above posted speed limits during school hours, one hour before and after school, and during student activities (plus 30 minutes before/after)

Maximum penalty is $50 per violation, with an additional $25 penalty for failure to respond to a notice of liability within the prescribed time period

Violations are not treated as criminal convictions, will not appear on driving records, and cannot be used for insurance rating purposes

Program expires December 1, 2031, and requires the city to submit annual reports to the governor and legislature on crash data, violation statistics, revenue, and program expenses
