Amends the model law enforcement use of force policy to include best practices, policies, and guidelines regarding the discharge of a firearm at a moving vehicle

Requires the Municipal Police Training Council to develop, maintain, and disseminate written policies and procedures specifically addressing when officers may fire at moving vehicles

Directs the Council to recommend rules and regulations to the governor for establishing an ongoing training program on these policies for all current and new police officers

Training would be incorporated into required minimum basic training with periodic retraining requirements for police officers

Takes effect immediately upon passage
