Requires the Comptroller to hire an independent investigator through a request for proposal process, with joint approval from the Governor, Senate Temporary President, and Assembly Speaker

The investigator must be a private sector entity (corporation, partnership, LLC, or other) tasked with examining all 42 state correctional facilities to identify negative policies and practices

Grants the investigator authority to access any correctional facility and its records, conduct interviews with Department of Corrections employees, and interview incarcerated individuals

Mandates the investigator demonstrate impartiality, ethical conduct, thoroughness, and accurate documentation throughout the investigation

Upon completion, the investigator must submit a report with findings and recommendations to the Governor, legislative leaders, and Commissioner of Corrections and Community Supervision, at which point the act expires
