Establishes a temporary practice authorization program allowing physicians, registered professional nurses, and licensed practical nurses licensed in other U.S. states or territories to practice in federally designated medically underserved areas in New York while their full licensure application is pending

Temporary authorization expires after 180 days or 10 days after notification that the applicant does not meet licensure qualifications, whichever occurs first, and can only be applied for once

Requires applicants to obtain endorsement from an employing health care facility, submit joint written notification with a supervising physician or authorized facility representative, pay a department-determined fee, and attest they reasonably believe they meet New York licensure requirements

Physicians must have graduated from an accredited U.S. or Canadian medical school and be board certified; individuals who become licensed through the program must commit to working for the endorsing entity for at least three years

Program expires 3 years after the effective date, with the Commissioner of Education required to report to the Governor and legislature by June 30 of the second year on the number of temporary authorizations granted and conversion rate to full licenses
