Establishes a "Missing Vulnerable Veterans at Risk Program" within the state division to coordinate efforts to locate missing veterans who have cognitive impairments, mental disabilities, or brain disorders

Defines "vulnerable veteran at risk" as a U.S. veteran with cognitive/mental impairment whose disappearance poses a credible threat of harm and who has opted into the program

Authorizes the commissioner to operate a toll-free 24-hour hotline, maintain a case database, develop law enforcement training curricula, and disseminate photographs and posters of missing veterans statewide

Creates a "Missing Vulnerable Veterans at Risk Alert" system similar to AMBER alerts, allowing rapid dissemination of information through radio stations, broadcast media, internet service providers, and mobile carriers

Requires the commissioner to submit annual reports to the governor and legislature on program activities, statistics on missing veteran cases, and number of veterans enrolled in the opt-in program

Takes effect 90 days after becoming law, with agencies authorized to begin developing implementation rules immediately
