Extends the Department of Environmental Conservation's authority to regulate bluefish (Pomatomus saltatrix) from December 31, 2025 to December 31, 2028

Maintains DEC's power to set regulations including size limits, catch and possession limits, open and closed seasons, closed areas, and restrictions on taking and landing methods

Allows continued regulation of permits, recordkeeping requirements, fishing effort and gear limitations, and rules for transportation, possession, and sale of bluefish

Requires all DEC regulations to be no less restrictive than existing state law and consistent with Atlantic States Marine Fisheries Commission fishery management plans
