Authorizes Oneida County to establish a demonstration program using photo speed violation monitoring systems in up to 8 school speed zones at a time on county-controlled roadways

Imposes monetary liability on vehicle owners when operators exceed posted speed limits by more than 10 mph in school zones during school hours, one hour before/after school, and during student activities (plus 30 minutes before/after)

Sets maximum penalties at $50 per violation, plus up to $25 additional penalty for failure to respond to a notice of liability within the prescribed time period

Requires annual calibration checks by independent laboratories, daily self-tests, trained operators, and warning signs conforming to traffic control device standards

Distributes collected fines with 80% going to Oneida County and 20% to the town or village where the violation occurred, with the program set to expire December 31, 2030
