Expands who can certify a person as intellectually disabled or developmentally disabled for guardianship purposes by adding the option of one licensed physician and one certified school psychologist, alongside the existing options of one physician and one licensed psychologist or two physicians

Requires that at least one certifying professional be familiar with or have professional knowledge in the care and treatment of persons with intellectual or developmental disabilities

Updates gendered language throughout the Surrogate's Court Procedure Act sections 1750 and 1750-a, replacing "himself or herself" and "his or her" with "themselves," "themself," and "their"

Makes technical corrections to internal statutory references, changing "subdivision one or two of this section" to "paragraph (a) or (b) of this subdivision"

Takes effect immediately upon enactment
