Directs the Department of Environmental Conservation to establish recommendations and educational materials for reducing marine mammal interactions, in consultation with the Port Authority of NY/NJ, Department of Transportation, US Coast Guard, NOAA, and Marine Mammal Commission

Defines "marine mammal interaction" as acts constituting harassment under federal law (16 U.S.C. 1362)

Requires the state's boating safety educational program to include information on prohibitions against harassment of marine mammals

Mandates that vessel registration materials include marine mammal interaction prevention information for registrants in coastal counties: Suffolk, Nassau, Kings, Queens, New York, Richmond, Bronx, Westchester, and Rockland

Takes effect 180 days after becoming law
