Requires all health insurance policies providing medical, major medical, or comprehensive coverage to include outpatient coverage for problem gambling services alongside existing substance use disorder treatment

Mandates that financial requirements and treatment limitations for problem gambling services cannot be more restrictive than those applied to other medical and surgical benefits

Amends three sections of New York insurance law (sections 3216, 3221, and 4303) to add problem gambling to the list of covered outpatient services

Applies to all policies issued, delivered, renewed, or modified after the effective date, with immediate implementation upon enactment
