Directs the Department of Public Service, NYSERDA, and the Power Authority of New York to commission a study on directional noise reduction optimization technology for wind turbines

Study must assess current noise mitigation methods at operating wind facilities and evaluate the deployment of directional noise reduction technology in New York and comparable regions

Requires analysis of peer-reviewed studies, collaboration with existing wind facilities to gather data on noise levels and energy output, and comparison of energy production with and without the technology

Upon completion, the agencies must provide joint recommendations for utilizing the technology and suggest any statutory or regulatory amendments needed to support its integration into the state's renewable energy strategy

Study must be commissioned within 180 days of the act's effective date and submitted to the legislature with recommendations within one year of commissioning
