Grants Ryan D. O'Connor retroactive Tier IV membership in the New York City Employees' Retirement System (NYCERS), with a membership date of January 19, 2012 instead of his actual September 2012 enrollment date

O'Connor worked for NYC Transit Authority from January 19, 2012 through April 25, 2023, but due to reasons not attributable to his own negligence, did not join NYCERS until after Tier 6 was enacted in April 2012

Requires O'Connor to file a written request with NYCERS within one year of the act's effective date to receive the retroactive membership

All past service costs of $15,000 (payable in fiscal year 2027) will be borne by the City of New York rather than the NYC Transit Authority

No contributions previously made by O'Connor will be returned or refunded as a result of this reclassification
