Removes the blanket exemption for employees covered by the National Labor Relations Act (NLRA) from New York State Labor Relations Act jurisdiction

Limits federal law preemption to only apply when the National Labor Relations Board successfully asserts jurisdiction through a federal district court order, or for employees covered by the federal Railway Labor Act

Requires the state labor board to promptly certify exclusive bargaining representatives previously certified by another state or federal agency upon application and verification

Mandates that all existing employment terms and conditions between certified bargaining representatives and employers remain in effect during the state board's verification process

Takes effect immediately upon enactment
