Establishes a statewide residential families committee under the developmental disabilities advisory council to represent persons with developmental disabilities living in community residences, intermediate care facilities, or other residential facilities, along with their family members and guardians

Prohibits committee members from being owners, operators, board members, or employees of entities operating residential facilities for persons with developmental disabilities to ensure independence

Requires the committee to meet quarterly and the commissioner to provide an appropriate application process for member selection

Directs the committee to advise the commissioner on matters important to residential facility residents, recommend statewide and regional priorities, and hold regional public meetings to gather input on facility operations and care

Takes effect 60 days after becoming law
