Requires pontoon boat rental businesses to equip all rental pontoon boats with a safety ladder before renting them to customers

Defines "pontoon boat" as a vessel with two bullet-shaped pontoons, no inboard motors, and not exceeding 24 feet in length

Defines "safety ladder" as a non-rope ladder affixed to the boat that meets standards established by the Department of Parks, Recreation and Historic Preservation

Establishes a warning for first violations and a $500 fine for each subsequent violation of the safety ladder requirement

Takes effect one year after becoming law, with the Department of Parks, Recreation and Historic Preservation authorized to promulgate implementing regulations immediately
