Restricts ultrasounds and similar medical imaging procedures for medical, counseling, or diagnostic purposes to specific authorized settings only

Authorized settings include licensed clinics, outpatient facilities using anesthesia, hospitals and other 24-hour health facilities, physician practices, chiropractor practices, physical therapist practices, and their affiliated facilities

Exempts licensed midwives providing care under education law from these restrictions

Establishes civil penalties of $2,500 for a first offense and $5,000 for each subsequent offense, with each ultrasound conducted in violation counting as a separate offense

Authorizes the attorney general or county district attorneys to bring enforcement actions, with collected penalties going to the office that brought the action
